Job Summary

The Senior Acquisition Analyst shall possess expert acquisition/contracting expertise sufficient to identify, understand, analyze, articulate and ensure compliance with acquisition/contracting regulations, guidelines, policies, processes, and procedures as defined by the Federal Government, DoD, MHS, Army/MRMC, and DHA. Not only will the Senior Acquisition Analyst have a thorough understanding of the Federal Acquisition Regulation (FAR) and Department of Defense Federal Acquisition Regulation Supplement (DFARS) but will also teach and mentor DCoE stakeholders on how to properly utilize these resources when developing contract requirements as necessary.  The Senior Acquisition Analyst will provide expert consultative support, technical assistance and training on acquisition best practices and frameworks.  The Senior Acquisition Analyst will be responsible for briefing senior DCoE leaders and other government leaders on the acquisition processes that support the DCoE mission.

Duties and responsibilities:

1.Assist DCoE Contracting Officer Representatives  (COR’s) in drafting and developing Statements of Work (SOWs), Statements of Objectives (SOOs), Performance Work Statements (PWS) and Performance-Based SOWs (PBSOWs).

2.Organizes and completes work in coordination with other related functions to achieve objectives and contract deliverables.

3.Prepare Procurement Requests (PR) packages and monitor their status throughout theDHA Contracting Office Division (COD), and the United States Army Medical Research Acquisition Activity (USAMRAA) procurement process.

4.Support the development of acquisition strategies and plans for DCoE PH/TBI contract requirements.   

5.Assist DCoE COR’s in developing the Independent Government Cost Estimates (IGCE’s).

6.Assist DCoE COR’s in preparing and drafting Market Research documentation.

7.Assist DCoE COR’s in Quality Assurance Surveillance Plan (QASP) development.

8.Generate source selection plans, evaluation worksheets, and templates; and monitor the Source Selection Evaluation Board (SSEB) Process.

9.Track contract expenditures (i.e. burn rate) on all DCoE Headquarters’ and Center contracts.

10.Demonstrates expert oral and written communication skills; coordinates contract work for accurate messaging, content and grammar; and utilizes information and data visualization graphics to communicate, educate or exhibit concepts in a compelling fashion.    

11.Collaborates and coordinates with other contract staff, government staff and organizations to develop accurate and defensible contract requirements.   

12. Prepares data and performs analysis for leadership presentations and publications.  

Qualifications

  • Master's degree is required
  • 8-10 years of experience
